Project Constitution

The canonical constitution lives at the repository root: CONSTITUTION.md.

It defines the permanent engineering rules for AI Hardware Benchmark Suite, including architecture, API stability, testing, documentation, release, security, and open-source maintenance requirements.

When implementation convenience conflicts with the constitution, the constitution takes precedence.
